ci: Add libssl-dev dependency for arm64 builds in release workflow - #252

Following the addition of program signing capabilities in bpftool, we need libssl-dev to build. We've added it to the workflows, but missed the in-container arm64 build. Let's add it now. Signed-off-by: Quentin Monnet <qmo@kernel.org>
